Talk to Frink, head over to Dr. Nick and go buy Mr. Plow from Homer. You can either choose to do the mission in Mr. Plow or in Sports Car if one spawns in the parking. There are a lot of differents paths and wasps combination in this mission which can't be all covered. Here's the most common:
Start with hospital and fountain monkeys and head over to museum. Depending on your coin route you can get museum wasp as a freebee but it is one of the hardest wasps to get in this mission but you can still try to go for it.

Gazebo can be collected in 2-6 instead of 2-5 but it's pretty awkward and make gazebo wasp a lot harder to get as a freebee.

Next we have dirt jump which takes time to understand, I suggest you to practice this because depending on your fps Mr. Plow can be pretty hard to control during this jump especially if you want to get the fast box up there.

You can then get the monkey near the statue and either get Town Hall wasp or back of Town Hall wasp (back one is a lot better) and reset after collecting the back of Town Hall monkey.

Get the last monkeys and park near the roof with the last monkeys and get the wasp then get ESS if you want and run to dr. Nick.

After restarting the mission 6 times destroy the nearest car, either the one on the right lane or the one parked behind you. When the traffic car is one hit from death, get in, get out and destroy it. You can then get in your car and get Town Hall stuff while failing the mission.

If you warped from 2-3 you should still have OWRC, head over to dr. Nick and get Mr. Plow from the phonebooth and get OWRC back.
