Because you warped to 4-1 you'll have Longhorn, after talking to Hillbert go get Car Built For Homer from the phonebooth. This means you'll be able to start the mission from this point letting you do the next strat.

For the strat you want to perform a pretty big ebrake boost. Then after letting it go try hitting him at the front of the car. It should make him stuck on the wall or the pillar and you'll be able to get all 10 drops here easy.

At the end of the mission you can park your car far away so your car doesn't despawn and you can quickly get the vend.

If you do Kinky Frinky just before this mission make sure to choose Longhorn from the phonebooth to make the next strat doable.

There is an advanced strat you can do at the end of the mission which will makes you drive in one of the police car. What you want to do is park you car near the wrench without collecting it. Then kick Hillbert until getting Hit And Run and quickly finish the mission, collect the wrench and enter in your invisble car. If done correctly you should warp to one of the police car. If you don't want to do the police car strat you can park your car far away so your car doesn't despawn and you can quickly get the vend.

Doing the strat done in other categories in NMW is very slow so we have to use the original bad strat of having to pray for the baby van to have good driving because that makes the strat a lot more doable than with bad driving.
