This is the second mission of Homer 1 and this one is relying on boosts especially on high fps.
After you mission warped, run to the Simpsons House jump on the bush instead of taking the normal entrance.
A good piece of tech to know is when you exit your car to talk to Flanders juste move a little so Homer don't close the car door behind him. This allows to remove the open door animation and Homer will quickly enter the car which is faster than jumping on it. Here's an example:
